Mr Cardwell
Mr Needham, the newly appointed Judge in Vancouver Island, has represented that he has no allowance for either passage or outfit, and that he is subjected to heavy demands. I think that it would not be unreasonable under the circumstances to grant him an advance of salary. I recommend an advance equal to two months full salary, but with an explanation that in settling his pay accountManuscript image in the Colony, he can only be credited for half salary during the time of the voyage.
This is urgent as his departure is approaching. Drafts are annexed.

On reflection I think that two month's Salary, (£200) is enough.

I added the last sentence of the previous letters under an error, and I think it is material to correct it at once and officially.
