Woodcroft to Elliot (Assistant Under-Secretary)
Patent Office
March16 th 1866
Sir,
I have the honor to acknowledge the receipt of your letter of the 15th inst., enclosing the copy of a letter from Mr E.G. Alston, the Registrar General of Vancouver Island, applying on behalf of the Mechanics' Institute at Victoria for a grant of such of the Publications of the Commissioners of Patents as to them may seem most suitable.
In reply I beg to acquaint you for the information of the Secretary of State that the Commissioners of Patents are willing to present a complete set of their PublicationsManuscript image to the Government of Vancouver Island; but Mr Alston has stated that the printed Specifications (now numbering nearly 2000 Volumes) will not be required at present. The Commissioners therefore propose to include in the grant copies of all their works except the printed specifications. Instructions have accordingly been given for the selection of the Works, which will be ready for delivery to the Crown Agents for the Colonies on Monday, the 2nd of April.
I am, Sir,
Your obedient Servant
B. Woodcroft

ABd 20/3
Mr Alston asked for these Works for the Mechanics' Institute. The Comrs of Patents have given them for the Colonial Govt. Therefore send them to the Colonial Govt, but transmit Mr Alston's letter in order that the local Govt may determine whether or not to deposit the Works in the Mechanics' Institute. Mr Alston affirms that it is the only place in either Colony in which they could be conveniently deposited; and if this be the fact his wish will doubtless be attended to.
We must tell Mr Alston that the works have been given and are sent out to the Colonial Govt with whom it will rest to determine whether or not they should be deposited in the Mechanics' Institute.
TFE 20 March
If deposited at the M.I. it should be understood that they remain the property of the Coly.
