I am directed by the Postmaster General to forward to you a copy of
a letter from the Agent of this Department at San Francisco
announcing the loss, in April last, of the Colonial Packet
"Labouchere," while engaged in carrying Mails from San Francisco to
Vancouvers Island, and of a report of enquiry upon this subject
which has subsequently been received through the Board of Trade.
The Earl of Carnarvon will, no doubt,think
think it right to cause a
copy of this report to be sent to the Officer Administering the
Government of Vancouver's Island, as it would appear that
"sufficient care was not taken of Her Majesty's Mails."

I am sorry that I could not reply to your note before but the
matter of the wreck of the "Labouchere" does not belong to my Dept
& I had to send & make enquiries. I have only this Minute recd a
reply.
The paper was looked upon as one for information
