I am directed by the Postmaster General to forward to you a copy of
               a letter from the Agent of this Department at 
San Francisco
               announcing the loss, in 
April last, of the Colonial Packet
               "
Labouchere," while engaged in carrying Mails from 
San Francisco to
               
Vancouvers Island, and of a report of enquiry upon this subject
               which has subsequently been received through the 
Board of Trade.
               
               The 
Earl of Carnarvon will, no doubt,
think
 think it right to cause a
               copy of this report to be sent to the Officer Administering the
               Government of 
Vancouver's Island, as it would appear that
               "sufficient care was not taken of Her Majesty's Mails."
