Enclosed is Booker to Malmesbury advising that nearly 10,000 miners had returned from British Columbia for various and conflicting reasons, and that exports to the colony had altogether
ceased.
I am directed by the Earl of Malmesbury to transmit to
you herewith, for the information of Secretary Sir Edward Lytton, a copy of a despatch from Mr Booker, Her
Majesty's Counsul at San Francisco, stating that several
Thousand Californians who had gone to British Columbia
have returned from thence.
