Ramage forwards Newcastle a
Memorialof grievances from the
Municipal Council of New Westminster.The complainants are unhappy about the structure of government in British Columbia. Ramage explains that he has contacted Newcastle directly because three previous letters of complaint he forwarded through Douglas have gone unanswered. Blackwood notes that Ramage's letter has already been forwarded to Newcastle by Douglas and instructs Elliot to acknowledge receipt of Ramage's letter through Douglas as well.

In accordance with a resolution passed at a Public meeting,
held in this City, I most respectfully beg leave to enclose
to Your Grace the accompanying copy of a Memorial;with
