Julyan to Rogers (Permanent Under-Secretary)
16 September 1863
Sir
After providing for all the known liabilities of the Government of British Columbia there will remain in the hands of the Crown Agents for the Colonies, from the proceeds of the Loan lately negotiated for that Colony, about £18,000, which it is proposed to deal with in the same manner as was done, under the authority of the Secretary of State, in the case of the surplus funds ofManuscript image Vancouver Island. Vizt to place it at seven days call, on deposit at interest with the London Joint Stock Bank.
The necessities of the Governt of British Columbia will not probably admit of them allowing this balance to remain long inappropriated, and the Crown Agents would therefore solicit the permission of the Duke of Newcastle to treat it in this manner, in preference to making, for a short period, an investment in the Funds.
I have the honor to be

Your most obedt Servant
