With reference to your letter dated 7th Instant enclosing copy of a Despatch from the Governor of British Columbia forwarding a Proclamation, No 5 of 1863, authorizing the Agents General for Crown Colonies to raise a further Loan of £50,000 on the security of the local Revenue of the Colony, I am comanded by the Lords Commissioners of Her Majesty's Treasury to acquaint you, for the information of the Duke of Newcastle, that their Lordships see no objection to this Proclamation.

Inform the Agents that this Proclamn meets with no objection at the hands of the Lds Commrs Treasy.
If Sir F. Rogers has likewise no objection the Proclamn may at once be sanctioned by a desph in the usual way.
