In reference to money owed to the war department that Carnarvon instructed Seymour to repay, Seymour asks for an extended amount of credit concerning the money owed to the war department.
Cox’s minute suggests encouraging Seymour to repay the small amount immediately. Minutes by Rogers, Adderley, and Buckingham agree to letting the amount owed to the war department
stand over.

I have had the honor to receive the Earl of Carnarvon's despatch
No. 12, of the 7th
February 1867, and No. 51 of 31 August 1867, directing me to pay
the sum of one hundred andforty
