With reference to a Precept of the House of Commons dated the 16th August last, that an humble address be presented to Her Majesty

The Papers have been enclosed in the return to Ho of Commons, a second copy of them having been promised from the Admiralty.

You will observe that these papers contain a proposal of Mr Cunard's that the coal should be reserved to the Crown, which Ld Grey said "should be considered" — in point of fact the coal has not been reserved. I merely mention this, but do not suppose it could operate to prevent the printing of these Letters, which are specially asked for. They are at the end of this collection.
