Parker writes to Hawes with regards to receipt of, and source of payment for, Blanshard's passage to Vancouver Island; specifically, Parker wishes to know Grey's opinion as to who should pay.
In the minutes, Blackwood suggests that the matter be handled between the Admiralty and the HBC, the latter of which is thought responsible for the cost, something with which Grey agrees in a following minute entry.
Included in the file is a draft letter from the Colonial Office to Parker, stating that the expense of Blanshard's passage to Fort Rupert should not be borne by the public.
Her Majestys Ship Daedalus having afforded a Passage to His
Excellency Mr Blanshard Governor of VanCouvers Land between the 30th of Septr and 9th of Octr last, on a visit to
Fort
Rupert, I am commanded by my Lords Commissioners of the Admiralty to
request you will inform me whether Earl Grey is of opinion that the
Expence of this Passage should be borne by the Public.

Should the Admy be informed that H.M. Govt do not bear this charge, & refer the Board to the Hudsons Bay Company?
It is better simply to say that I do not consider the charge to be
one wh. ought to be borne by the public. ⎯
