Colvile to Newcastle
Hudson's Bay House
February 18, 1853
My Lord Duke
I have the honour to acknowledge the receipt of Mr Merivale's letter of the 14th Instant, stating that Her Majesty's Government have no objection to the relaxation of the rule respecting the bringing in of labourers by the purchasers of land in Vancouver's Island in cases where the purchase does not exceed 100 acres, which will be attended to in future.
I have I have the honour to be
My Lord Duke
Your Graces most obedient humble Servant
A. Colvile

His Grace The Duke of Newcastle
Principal Secretary of State for the Colonies.

Mr Merivale
It may be right for the S. of State to communicate this relaxation to the Governor for his information, but it seems scarcely requisite that he should do so, as the concession has reference to the interests principally of the Company.
