Addington writes to Merivale, in response to like correspondence, to transmit a copy of an HBC letter on the
proceedings of American Citizens in the Canal de Arro.
In the minutes, Blackwood notes the receipt of an enclosure from Douglas, which parrots information found in the HBC’s report. Blackwood and Peel suggest that the Foreign Office be sent of a copy of
Douglas' [sic] Despatch 738/54 [53].
The file encloses a letter from Barclay to Wodehouse, which forwards an extract of a letter, from Douglas to Barclay, on the subject of the
American squattersin the
Arro islands.

With reference to your letter of the 27th of October last,
stating that the Duke of Newcastle had instructed the Governor
of Vancouver's Island to make a further Report upon the
proceedings of American Citizens in the Canal de Arro, and
recommending that no communication should be made to the
Government of the United States until that report had been

The desph recd here on the 24 ultimo contains the same information as is to be found in the enclosure from Governor Douglas. It seems needless, I think, to send the F.O. a copy of the desph we have recd; but that Dept. might be informed that as soon as the Governor's ansr to the Duke of Newcastle's desph of the 22 Octr arrives that
answer will be sent to the
F.O., and with it the American Map, of which we are in
possession, referred to by Mr Barclay. I conclude the F.O.
will not wish to take up the consideration of this subject
before the Governor's report arrives.
