With reference to my letter of the 12th ultimo, I am directed by Earl Russell to transmit to you, for the information of the Duke of Newcastle, copies of a further despatch and its inclosures from Lord Lyons relative to the rumour that a privateer for the use of the so-styled Confederate States was beingfittedManuscript image fitted out at Vancouver's Island.
