Kennedy reports that he has authorized a bill on account of the Vancouver Island Road and Harbour Loan. The Colonial Office sends this despatch to the Crown Agents.

I have the honor to inform you that I have this day authorized the Colonial Treasurer to draw Bills for One Thousand Pounds (£1000) on the Crown Agents for the Colonies on account of the Vancouver Island Road and Harbour Loan.
