Referring to my Despatch No 30 dated 17th April 1866 reporting the
loss of the steamer "Labouchere," I have the honor to inform you that
I ordered an inquiry into the circumstances connected with the loss
of the vessel, cargo, and Mails.
I enclose a copy of the Report of those Gentlemen attributing the
loss of the vessel to the negligence of her Commander who does not
hold a certificate of competence.
The evidence is too voluminous to transmit by the outgoing Mailbut but
shall be forwarded by the next opportunity.
