Sir,
Referring to my Despatch No 30 dated 17th April 1866 reporting the loss of the steamer "Labouchere," I have the honor to inform you that I ordered an inquiry into the circumstances connected with the loss of the vessel, cargo, and Mails.
This inquiry was conductedbeforeManuscript image before Chief Justice Needham assisted by Captain Price R.N. and Mr Townsend, Master R.N., both of Her Majesty's Ship "Scout," as Assessors.
I enclose a copy of the Report of those Gentlemen attributing the loss of the vessel to the negligence of her Commander who does not hold a certificate of competence.
The evidence is too voluminous to transmit by the outgoing MailbutManuscript image but shall be forwarded by the next opportunity.
