I am directed by the Earl of Clarendon to request that you will move Mr Secretary Cardwell in compliance with the request of the Wurtemburg Consul in London, to cause the signature of Mr Pemberton, a Justice of the Peace of Vancouver's Island, annexed to the inclosed document, to be duly legalized.
