Douglas forwards Newcastle financial statements from the colony of British Columbia for the second quarter of 1861. Elliot minutes that
one of these Returns shows the receipt by the Governor of the much discussed specie amounting to £6900.

of Colonial Regulations, I have the honor to forward herewith
to Your Grace the Returns described on the other side hereof,
as received from the Treasurer for the 2ndQuarter
