I have now the honor to report that I have, with the advice of the Executive Council, granted one year's leave of absence to Mr Greville Mathew, RegistrarofManuscript image of the Supreme Court.

Will you look at the enclosed Circular which it is proposed to send to B. Columbia, Van Couver Island & the Falklands. To no one of the three Colonies does it appear to me to be applicable.
As the former Circular of the 1st of January 1863 was sent to them the respective Governors ought of course to have replied to it, tho' they could not supply any information—but we can scarcely ask Colonies situated as they are (one dependent on the funds of this Country, and the other two in their infancy) how it happens that there are no Hospitals or Asylums. See last paragraph.
