Seymour forwards British Columbia’s Legislative Council’s resolution regarding
Union with the Dominion of Canada.Seymour also encloses
paragraphsfrom Seymour’s opening and closing speeches of the legislative session regarding
the great difficultiesof British Columbia joining the Dominion of Canada. Minutes by Cox, Dealtry, and Elliot agree that Seymour’s despatch should be sent to Monck. Blake’s minute suggests seeing
subsequent 74/9915 July 28/68.

My Lord Duke,
With reference to previous correspondence, I have the honor to
forward copy of a Resolution passed by the Legislative Council
on the subject of Union with the Dominion of Canada.Desiring

enclose copy of the paragraphs on the subject which appeared in
the speech, with which I opened the Legislative Council, and in
