on the subject of Sales of Land in Vancouvers Island.
The minutes acknowledge Shepherd’s report as
a favourable return.
Enclosed is a draft reply from Merivale to Shepherd acknowledging receipt of his letter; Douglas to the Secretary of Hudson’s Bay Company forwarding report by Pemberton; and Pemberton to Secretary of HBC reporting the positive results of modifications made to the terms of land sales,
and enclosing a
List of Purchasers of Rural Land this Spring, with quantity of land applied for written opposite the name of each.

I have the honour to enclose for your information Copy of a letter
just received from Governor Douglas, dated Victoria, Vancouver's Island,
4th May 1857, together with Copy of a Report by Mr Joseph
Pemberton, Colonial Surveyor, referred to therein, on the subject of
Sales of Land in Vancouvers Island, by which you will see that the
modification in the terms of payment for land, made under your sanction,
appears to have given a stimulus to the demand for Lots of land for
agricultural purposes in Vancouver's Island.
