Sir:
Adverting to Mr Julyan's letter of the 1st instant on the subject of a second loan for British Columbia of £50,000 I have the honor to acquaint you for the information of His Grace the Duke of Newcastle that the Colonial Secretary of that Colony has drawn 2 Bills on the Agents General for £2000 and £5000 respectively dated 22MayManuscript image May last at 60 days sight.
The Debentures are being prepared, and, should His Grace authorize the issue of them, will doubtless be sold in less than two Months. I beg therefore to request that you will furnish me with the necessary authority for accepting these two Bills.

We have sent the Law authorizing the Loan to the Treasury for their consn. As the Law is made out under Treasury advice I have no doubt it will be recommended for confn by that Board: but until we receive their official sanction it wd be premature on our part to authorize the acceptance of these bills. Shall I send over to theManuscript image T-y to ascertain their instructions?

Let us send this officially, in a letter marked "Immediate", and say that as the case appears to be rendered urgent by the arrival of Bills drawn against the expected Loan, the Duke of N. would request that as early opportunity as convenient may be taken of considering the Ordinance recently submitted to Their Lordships, & His Grace believes that it willManuscript image be found to be in accordance with the terms of the course already sanctioned by their Lordships on this subject. And tell the Agents that it would be desirable, if possible, to get the Holders of the Bills to hold them over until the L.C. of the Ty signify their approval of the Loan Ordinance, which is now before them, & on which an early decision has been particularly requested.
